14 week old puppy and i dont no how to train him?

hey guys, ive got a 14 week old springer spanel and im not sure the best way to train him 2 pee outside, ive tryed the puppy pads but was wasting loads of cash coz he wont pee on them, i put him outside all the time i take him for loads of walkes but nothing seems to work, please help coz he makes a right mess in the house... and also is it normall for them to pee when they are excited as he dripples when he is playfull and also when we shout at him, thanks xx
