How does windows embedded enterprise licensing work?

My device qualifies as an Embedded device and we're using OEM XP Pro, but I'd like to know if I have to sysprep my image and enter a COA license for every device I build, like with OEM XPPro? I'd love to be able to image the drives in a directly usable state, shaving 10-15 minutes of configuration for each device.
