Do you think ive got an impotence problem?

im a 17 year old gay guy.. until now when im with a guy doing ual stuff ive noticed i always feel like my isnt as hard as my partner's and also i dont know why but im never able to , i mean i can but i just dont but idk why.. any tips or something?? i really apreciate it
