Can I still study & be eligible to become an IPS officer in India?

Hi I am 27 years old ,female( 30th October 1981) & have an MBC caste certificate.I attended college for 1 year(was doing a degree in Biotechnology) but family's financial cirstances had me working before I completed even my first year.I am currently in a well paying job in the advertising industry.But I have completed only a diploma in Business administration.The university is not AICTE recognized.What do I need to do/study to be eligible for a government job?
